Mr. Rafferty joined the RWB Board in 2015. He serves as a Director and as a member on both the RWB Investment and Audit Committees.
With a BS from the University of Connecticut and a certification in risk management, he pursued a career in the developing field of risk management. He specialized in Property Casualty and Life Insurance risk and financial modeling for the insurance and private industries. Traveling extensively, he served the national market as well as international clients. In addition to consulting services, he provided oversight and expertise to teams of highly specialized staff utilizing cutting edge technology to support clients evolving needs. Mr. Rafferty retired from Towers Watson after 23 years as a Principal and Technology Director.
The analytical risk management approach Mr. Rafferty brings to the RWB Board, complements the Districts’ accreditation process. By identifying the Districts’ risks and then developing strategies for efficient service delivery, our citizens and visitors are better served. This process assists RWB in analyzing the growing risks and hazards of the District, developing accurate data and recognizing trends for managing the long-term response needs. He affirms his “goal as a Board Member is to assist in keeping Red, White and Blue an efficient, professional emergency services organization protecting the people and property of this District, and to support the surrounding districts.” Additionally, Mr. Rafferty provides RWB with guidance and assistance for meeting the technology needs of the District.
As a volunteer Mountain Host in the National Ski Patrol for the Breckenridge Resort, he recognized the need and witnessed firsthand, the strong and capable emergency services provided by the RWB men and women. Committed to serving the community he “joined the RWB Board because of the professionalism and skills of the management and staff.”
An outdoor enthusiast, he enjoys, skiing, fly fishing, hiking, and traveling with his wife.
